In a large bowl, add all dry ingredients and mix, then add cold butter(Chop into cubes for easier incorporation), and use hands to crumb the butter and dry ingredients together until it looks like breadcrumbs.Add Water to the bowl, and mix the dough with bare hands until fully combined
Proof for the dough for 1 hour by placing it in a warm area and covering with a cloth/Cling wrap
After 1 hour, remove the cover and punch down the dough to release the gas then roll into medium sized balls
Place rolled balls into greased cups/remkins
Pour cold water into big pot. Filling 1/4 way up.
Insert cups, make sure they do not float
Steam with the pot lid tightly closed, your heat must be at medium heat level
Steam for about 30-40 minutes, and test with a skewer/ table knife. It should come out clean when it is ready.
